*Documentation requirements specific to Libreville*

To obtain a Gabonese residency card ("Carte de Séjour") – DGDI, Direction Generale de la Documentation et l’Immigration, Zone Industrielle:

  • Gabonese residency card application form ("Formulaire de Demande de CS"): Form may be picked up from the General Direction of Documentation and Immigration (DGDI, "Direction Generale de la Documentation et l’Immigration") and is filled out by applicant’s local employer as applicable. DGDI is currently located in Libreville’s Industrial Zone ("Zone Industrielle").
  • Lodging verification form ("Attestation de Logement"): Form may be picked up from the General Direction of Documentation and Immigration (DGDI, "Direction Generale de la Documentation et l’Immigration") and is filled out by applicant’s local employer as applicable. DGDI is currently located in Libreville’s Industrial Zone ("Zone Industrielle").
  • Job verification letter form ("Attestation d’emploi"): Form may be picked up from the General Direction of Documentation and Immigration (DGDI, "Direction Generale de la Documentation et l’Immigration") and is filled out by applicant’s local employer as applicable. DGDI is currently located in Libreville’s Industrial Zone ("Zone Industrielle").
  • Bring US passport + 1-2 photocopies.
  • Provide 2 color photos (at least 1.5"x1.5").
  • Electricity bill in your name from SEEG, Gabonese Water & Power Company, sent by mail.
  • Entry authorization letter ("Autorisation d’Entrée"): Letter from the Gabonese Government recognizing your stated purpose, length of stay, and local contacts for travel/stay in Gabon.
  • Pay 100 000 CFA in cash.
  • Call phone number 76-24-24 to schedule an appointment with General Direction of Documentation and Immigration (DGDI, "Direction Generale de la Documentation et l’Immigration"). DGDI is currently located in Libreville’s Industrial Zone ("Zone Industrielle").

To obtain a Gabonese driver’s license (one must first have a Gabonese residency card) – Department of Ground Transportation, Ministry of Transportation, Gallerie D’Ambre near Pharmacie Ste. Marie:

  • Bring valid Gabonese residency card + 1 photocopy.
  • Bring US passport + 1-2 photocopies.
  • Bring US driver’s license + 1-2 photocopies of US driver’s license.
  • Translation of US driver’s license into French.
  • Provide 4 color photos (at least 1.5"x1.5").
  • Written request in French and signed by applicant for the Gabonese driver’s license addressed to the General Manager of Ground Transportation.
  • Pay 3 000 CFA administrative fee at the Department of Treasury’s Public Accounts Department (located behind the Presidential Palace and between the Palace and the Gabonese Water and Energy Company, SEEG). Must receive an administrative receipt proving payment.
  • Pay 30 000 CFA in cash to the Department of Ground Transportation.

*Documentation requirements specific to Sao Tome*

To obtain a Sao Tomean residency card- Sao Tome Immigration Office:
  • Authorization of Entrance:
  • A letter addressed to Immigration Director requesting the entrance in which should include: arrival/departure dates, reason for the visit, passport number and validity.
  • Copy of passport of the traveler
  • Bank statement of the traveler representative requesting the entrance
  • A letter to show the size of the traveler’s family

  • Residence Permit:
  • A stamped and notarized letter addressed to Immigration Director as the sample in the attachment requesting the permit
  • Recent colored Pictures
  • Request of a Visa extension:
  • A stamped and notarized letter addressed to Immigration Director as the sample in the attachment requesting the extension
  • 30 days extension – Dbs 30,000.00 in cash
  • 60 days " - Dbs 40,000.00 " "
  • Copy of the passport

  • Three (3) color photographs
  • About Dbs 1,000,000.00 (USD$70.00) in cash

Request of Authorization to Drive:

  • A certified copy of residency permit/card (certified at Notary Public)
  • A notarized letter requesting the change (Notarized at Notary Public)
  • A certified copy of foreign driver’s license (certified at Notary Public)
  • Three (3) color photographs
  • About Dbs 500,000.00 (USD $ 35.00)
